GOVERNMENT ELECTION )
Total Remuneration Package: R1 046 220 –R1 158 623 –R1 286 072 (Upper
Limit Regulations)
Minimum Requirements for the post include: B degree in Public Administration /
Political Sciences /Social Science/Law or equivalent; 5 years relevant experience at
a Senior management level in Local Government; Proven Institutional Transformation
Records in the Public and Private Sector; Advanced knowledge and understanding of
applicable policy, legislation, institutional management system and performance
management; Advanced understanding of the Municipal Council’s activities and risk
management, budget and finance management; Good knowledge of supply chain
management regulationsand the Preferential Procurement Policy Framework Act,
2000 (Act No.5 of 2000); The ability to engage strategically with the Mayor and
Councillors, communities and residents; An appreciation of the centrality of the
Integrated Development Plan for effective service delivery; An aptitude for strategic /
operational planning and implementation management, decision making, leadership,
innovation and motivation; Compliance with the requirements as stipulated in the
Municipal Regulations on Minimum Skill Levels, Government Gazette 29967 of 15
June 2007, i.e. South African Qualifications Authority Qualification ID No 48965 for
Accounting Officers of Municipalities e.g. CPMD, MFMP, etc. If newly appointed
person is not in possession of this Competency, he/she must complete it within
eighteen (18) months from the date of appointment in accordance with Government
Notice, No 91 of 3 February 2017, as promulgated in Government Gazette No.
40593; Core Managerial and Occupational Competencies as prescribed in the
Performance Regulations; Core competencies as set out in the Local Government
Regulations on Appointment and Conditions of Employment of Senior Managers
published under GN21 in GG 378245 of 17 January 2014; Computer skills; A valid
driver’s licence.
Key Responsibilities: The overall management of the Municipality in order to
ensure: efficient and effective provision of services; promotion of economic growth;
facilitation of social and economic development; long term sustainability of the
Municipal; perform all functions,duties and responsibilities as contained in relevant
local government legislation such as, but not limited to, The Constitution, Municipal
Finance Management Act, Municipal Structures Act, Municipal Systems Act,
Promotion of Administration Justice Act etc; Ensure the streaming of staff towards
core basic service delivery.
Requirements and procedures for application: In possession of the prescribed
defined minimum statutory qualification; Willing to be subjected to an interview and
thorough evaluation process; Previous and current employers and reference will be
contacted; Verification will be done on his/her qualifications, criminal and credit
records

The successful candidate must sign a contract of employment and a Performance

employment and recover all costs incurred by the Municipality including
compensation, advertisement, etc. if it is known that the successful candidate has
submitted false or insufficient information that led to it that it is in contravention of the
provisions of the Municipal Council Policy, Municipal Systems Amendment Act, No 7
of 2011 or any other applicable legislation.
